Battle Spectating Mods

Could it be possible to have a couple of mods that just only watch battles. Its frustrating to loose a fight because another player doesn't know the rules about battle holding. I understand that the mods are busy monitor the social along with doing other things in the game, that is why I am suggesting just having some mods to watch battles only.

I like this idea in theory but a good mod should already be dividing their time up between watching fights and watching the social instead of only doing one. Also pvp just isn't really active enough through out the day to have a mod dedicated to that field only
