The point is to be at war so would be pointless to ask someone to go to war with you. Doing it by one squad's/frac's SP/FP only also makes it so only the squad paying for the war gets the bonuses from the kills. That being said nothing says the other squad/frac can't start a war against the first squad/frac that initiated the original war in response.
