Survival Battle
I noticed that people have been going into survival and dying on purpose to avoid pvp, and or sitting inside survival for long periods of time. While I know suggesting a timer on Survival is kind of extreme, I can suggest that if they die they are not sent to barracks but instead stay at their location, and have a three second traveling restriction for that person.

I feel like this is a bit unnessasary. Excuse the intrusion on the clearly good intension, but putting a PvP barracks entrapment for survival would be over kill.
I agree with needing some sort of "Death Penalty" but i would like to say that actual battle count downs in survivals would not allow for strategy, because the way i see them - they are more practice pvp grids than anything. Since most players lose pools and lots of HP, its basically a punnishment itself when another attacks them. If they hold and gain it back, i can understand a more...interesting approach.
So, what about instead of a timer in battle, send them back to barracks after death as you said, but because its a survival battle, i think the PvP travel restriction would be a bit dumb. Thats just me.
Also, as another more personal edit, you could just put a natural "Residual" after leaving battle that zaps hp for a set of time. Not sure how much we could think on this, but it would be a penalty that allows for some thinking room.

o.o" Why not just have it keep them where they died like any other AI death? It's already a risk to be out in the KC, this will simply just add to it. Besides, most people that go out to do Survival intentionally don't really die other than intentionally.

I think if completing survival offered more substantial rewards you would not have people prolonging it as much as well as intentionally dieing as they would actually want to finish it and quick so they can do it again to get more rewards.
This then i believe solve your issues with survival players hopefully as they wouldnt be avoiding you by commiting suicide or being a pain and holding those fights indefinitely.
